Peking, who belonged to Southern party with whom he carried great weight though he had lately taken no active part in public affairs. he added that Tsai

had been selected by the Canton government as one of their representatives on the American indemnity board. Tsai has never been very friendly to Great Britain,but he is a well known (gr.undec.) and a man of indepen- dent, though advanced views: an invitation to him

would show our large-mindedness in the matter.
